    Essential Strategies, Inc. was hired to develop a Request for Proposal (RFP) for the Railroad Retirement Board, a government agency that has been providing pensions for railroad employees, since before the establishement of the Social Security program. The RFP was for the redevelopment of older pension systems. Because the replacement was to be more integrated and "data-driven", a conceptual data model was a significant part of the document. It provided the ability to describe pensioners, their plans, and the financial parameters that described both elegibility and the history of payments.

    Essential Strategies, Inc. also participated in the selection of a vendor to carry out the work.
