This project was to model the refinery business for the "downstream" arm of a major oil refiner. The client was a committee of representatives from each refinery. The project began as a model of the engineering section of one refinery, and was subsequently expanded to include the entire refinery. It was then further expanded to accommodate variations in a second refinery, and its scope was expanded to include not only refinery operations and maintenance, but also environmental health and safety, personnel, laboratory, contracts, finance, and document management.

The model was the basis for developing a maintenance system and an environmental health and safety system.
