Normally, when a system goes into production, the consultants are sent home. It is the responsibility of the owners of the system to monitor and maintain it.
It may be appropriate, however, after a system has been in place for a time, to have an outsider audit it, to ensure that it is still meeting the needs of each of the users and groups of users. This includes measuring performance, identifying areas of improvement, and verifying that it is being used as originally intended.
